Age 64, of Irwin, PA on Friday, June 28, 2013, at UPMC Shadyside Hospital. Born on February 5, 1949in Pittsburgh, Pennsylvania, son of Joseph Rotter and Lena Smith. He worked in Law Enforcement, UPMC Shadyside. Joe served others and his community through a highly decorated career in law enforcement, a Federal Agent for the Drug Enforcement Administration, Associate Director Police/Security Operations at UPMC Shadyside and Deputy Sheriff of the Allegheny County Sheriff's Office. He was a graduate of the University of Pittsburgh and earned a Bachelor's degree in Criminal Justice. He was a member of the Chiefs of Police Association and the Federal Law Enforcement Officers Association. Husband of Donna Rotter. Joe was preceded in death by his parents. He is survived by his beloved wife of 43 years, Donna Mascaro Rotter; he is also survived by his loving children, Joseph A. Rotter III (Grazia) of Chicago, IL and Melissa (Andy) Brown, of Irwin, PA; and grandchildren, Drew, Nicholas, Joey, Giulia and Nathan. Joe was an amazingly loving husband, father, grandfather and friend. He enjoyed working on cars, listening to Oldies music and going to dinner and concerts with his wife and friends. More than anything, he loved doting on his grandchildren. They were his pride and joy, and his love for them was only rivaled by their love for him, their 'Pappy.' He will be deeply missed but always remembered by so many. Relatives and friends are invited to celebrate the life of Joseph in the CLEMENT L. PANTALONE FUNERAL HOME, INC., 409 W.
